Risk Management In Public-Private Partnerships (PPPs) And Infrastructure Projects
PPPs are agreements where public sector bodies enter into long-term contractual agreements with private sector entities for the construction or management of public sector infrastructure. PPP arrangements lie in between traditional forms of public procurement and full privatisation (where the private sector owns and operates the asset).

The rapid economic growth experienced in most African countries places enormous pressure on existing infrastructure, leading to increased demand for infrastructure provisions for both production and consumption purposes. Therefore, several governments in Africa, Kenya included, are taking up PPP as the new strategy for development because they have the potential to help bridge the infrastructure gap and yield positive fiscal impacts. However, PPPs have experienced varying degrees of success, especially in Africa, hence emphasising the need for risk management.

On the other hand, the government is dependent on the private sector’s technical knowledge required to operate the asset, faces political ramifications for contract failure and reputational damage in terms of the public sector’s ability to attract foreign direct investment in the future, and costs and delay associated with tendering and negotiating another PPP
